Combating Global Warming – The Angelides Clean California Plan

As Governor, Phil Angelides will address global warming by capping greenhouse gas emissions and reducing California's gasoline and diesel use by 25 percent in ten years.

Phil Angelides’ Clean California plan offers a real plan to make California the world's leader in capping greenhouse gas and reducing oil consumption: cleaning the air, combating global warming, and curbing sprawl while creating tens of thousands of jobs and strengthening California's economy.

The Clean California plan includes investment initiatives to spur new clean energy technology, new standards for automakers and oil companies to offer real, clean fuel choices for California drivers, an enforceable, market-based cap and trade system to reduce industrial greenhouse gas emissions, and a comprehensive smart growth plan to curb sprawl. It will give California families the chance to cut their fuel costs, protect themselves against sudden upswings in gasoline prices, and reduce the time they spend stuck in congestion.

The Angelides Clean California plan will:

  1. Invest $5.5 billion of Prop. 87 and pension fund monies to make California the global leader in developing and selling clean technology, fuels, vehicles, and renewable energy.
  2. Require that auto and oil companies give California drivers clean fuel choices.
  3. Enact enforceable greenhouse gas emissions limits and create an enforceable, market-based cap and trade program to drive greenhouse gas emissions lower.
  4. Convert all state and local government fleets to clean, efficient vehicles.
  5. Put in place a comprehensive smart growth plan for California to curb sprawl, clean up the air, and let Californians drive less.
